The following were tested on Windows 10

Download Tor bundled browser for windows from: https://www.torproject.org/download/ and install it
Start Tor browser
Start Electrum-GRS
Go to Tools
Go to Network
Go to Proxy
Check Use Tor proxy at port 9150
Press Close
